The course aims to guide students towards the new institutional arrangements of the Italian Republic, addressing the complex transformation decided by the Constitutional Law n. 3 of 2001 and to illustrate the multiple competences and functions of local authorities according to the principle of subsidiarity, with particular attention to social services and the person.

Regional State and Federal State. The development of regionalism in Italy. The formation of multilevel constitutional ordinants. The constitutional principle of autonomy of territorial communities. The community nature of regions, municipalities and provinces. Territorial autonomies and the European Union. Statutory autonomy. Regional legislative power. Regulatory power of the Regions, Municipalities and Provinces. Financial and budgetary autonomy. The characteristics of the regional governance form. Government bodies of the Region. Auxiliary bodies. Analysis
of the law 6 November 2012 n. 190 provisions for the prevention and repression of corruption and illegality in the public administration. Local authority law. The form of government of the Municipalities and Provinces. The governing bodies of the Municipalities and Provinces. Rights and duties of elected bodies.
Associated exercise of functions and services of the municipalities. Metropolitan areas. The controls on the organs and on the acts. The replacement power. Political participation in the Regions and local authorities. Organizational autonomy. Management autonomy. Legislative Decree 18 August 2000, n.267- "Consolidated text of the laws on the regulation
of local authorities ". Regional and local planning. Analysis of the law of 7 April 2014 n.56 Provisions on metropolitan cities, on provinces, on unions and mergers of municipalities.
