1. The different dimensions of security and its evolution. Public security and national security. 2. Security in the 1948 Constitution: guarantee and limits of fundamental rights. 3. The needs of security and the structure of powers, between the form of state and the form of government. 4. The National Administration of Public Security: The Ministry of the Interior and the Police Force. 5. The Administration of Public Security at the local level and the relationship between the Prefect and the Police Chief. 6. The Mayor's powers regarding "urban security" and the power to issue ordinances. 7. Preventive measures. 8. Forms of coordination between the different levels of government and "security pacts." Participatory security and the management of sporting events. 9. National security and the security of the Republic. Intelligence services and the regulation of state secrecy. 10. The impact of new technologies on the management of public order and security. 11. The new frontiers of security.

Type of evaluation

The assessment will take into account knowledge of institutional profiles, the ability to analyze doctrinal and jurisprudential orientations, the ability to make connections between the various parts of the program, and the ability to develop critical arguments, as well as clarity of presentation. The exam grade takes into account the overall results achieved by each candidate in the two tests taken.
