The course aims to offer students a complete overview of the form of government and of the new technologies use by the constitutional bodies: Parliament, Government, President of the Republic, Constitutional Court. In particular, institutional websites and social networks will be analyzed, to then evaluate their legal implications and, in particular, the impact on the form of government.
Student will be able to achieve the following educational targets.
Knowledge and understanding:
- know the form of government and its actual functioning;
- know how new technologies are used by public power;
Applying knowledge and understanding:
- understand legal implications of the new technologies use by public power.
Making judgements:
- evaluate the concrete functioning of institutional systems and public power, in light of the constitutional model and the use of new technologies;
Communication skills:
- use a legal language also in examining the world of new technologies in the sphere of public power
Learning skills:
- develop the ability to observe the technological evolution in the field of public law, understanding its critical or problematic profiles.

Type of delivery of the course

Frontal lectures. The websites of the constitutional bodies and their social networks will also be analyzed, evaluating the use made of them, also in light of current events that are particularly important for the functioning and development of the form of government. In the event of an extension of the health emergency by COVID-19, all the provisions governing the way in which teaching activities and student evaluation are carried out will be implemented. In particular, the lessons, if necessary, will take place remotely through the interactive Microsoft Teams platform, made available by the University.

Type of evaluation

The exam checks the level of understanding of the form of government and of the new technologies use by the constitutional bodies, also in light of the case studies. Students will answer questions asked about the program, with reference to the recommended texts and lectures. The evaluation ranges from a minimum of 18/30, corresponding to the basic knowledge of all parts of the program and technical language, to a maximum score of 30/30 and honors, which is equivalent to mastery of the topics, excellent language property, excellent analytical ability.
