The course aims to provide students with the knowledge and useful tools to improve the understanding of the economy of companies, public and private, which, in various roles, participate to the production and delivery of public services. Aware of the complexity and multidisciplinarity of the topics addressed, the course aims to enrich the training of students with the knowledge of the perspective, methods and tools of Business Economics, applied to the dynamics of a sector of enormous social, economic and political importance such as that of public services.

Programme

Concepts, methods and fundamental tools for the study of management of public services: the company, corporate behavior, the systemic approach, hierarchy of human needs, corporate subjects, conflict and balance of interests, economy, efficiency and effectiveness.
Public services: possible definitions, classification profiles, alternative delivery models. Focus: 1) regulation of sectors characterized by competitive and non-competitive components 2) local public services.
Size and depth of public administration performance: from theory to the choices of the Italian legislator.
Planning, execution and control processes in public bodies: the case of Italian municipalities.

The program for non-attending students is communicated at the end of the course, before the start of the exam session.

Type of delivery of the course

The traditional lectures can be accompanied by alternative teaching methods (individual and group exercises, case studies, role-play), which will also be defined based on the number of attending students.

Attendance

The complexity of the topics covered requires, where possible, a regular and constant frequency of the course.

Type of evaluation

The final exam consists of a written test with open questions. Attending students can be given one or more intermediate tests, also for the purpose of self-assessment of the level of learning and knowledge of the topics covered in view of the final exam. Attending students are also expected to carry out in-depth work (individual or group depending on the number of attending students). During the COVID-19 emergency period, the same profit will be made in accordance with the provisions of article 1 of the Rectoral Decree no. 703 of May 5, 2020.
