Urban transformation - the course area of interest - is faced in a way to convey to the students the most suitable attitudes and postures, excluding final and preordained solutions. The course aims to convey the skill to identify the policies in action in the urban transformations and how they shape the contemporary city. Identify means acquire the skill to distinguish the policies in elements, actors and actions. The students will face the instruments and the operative methods usually employed for the policies implementation; they will learn to build, with different way to examine in depth the specific policies addressed to the theme of transformation, limited to some selected themes: sharing, habitability, density/intensity.

Programme


The overall aim of the course in Urban and Territorial Policies is to train professionals capable of engaging with the complexity of global challenges as they manifest at the local, urban, and metropolitan levels, with particular reference to the goals set by the 2030 Agenda in relation to social inclusion and the ecological transition.
The course introduces and critically examines the distinction between policy and politics; the formulation of the issues that policies are meant to address and their placement on the agenda; the coupling of problems and solutions; the nature and role of the actors influencing policy formation within a multilevel governance framework; the execution and implementation of policies; and the evaluation of processes, outcomes, and impacts.
The course investigates processes of territorialization and the development of territorial public policies. Through case studies, it introduces the principles of cohesion and competitiveness policies derived from the European framework.
In addition, the course explores the broad field of regeneration policies, which increasingly focus on quality of life in proximity contexts by integrating housing, local development, and community empowerment. The case of local agenda-building provides an opportunity to revisit the wide spectrum of Italian urban and territorial policies, with particular attention to governance issues. Environmental and biodiversity dimensions assume growing importance, leading to new interpretations of sustainability, well-being, and quality of life in urban and peri-urban open spaces.ules concerning overall and place-specific settings and endowments of open space (conformance)
The exploration of a case study in the Ostiense-Marconi district will be guided by the Erasmus+ Project PlaCES (“Improving Landscape Planning and Design with Cultural Ecosystem Services in HEIs”), funded under the KA220-HED – Cooperation partnerships in higher education action.

The overall objective of the project is to enhance the quality and relevance of higher education teaching in landscape planning across the participating EU countries and beyond, by integrating the analysis, evaluation, and improvement of Cultural Ecosystem Services (CES).

The project positions culture as the fourth pillar of sustainability and adopts the EU’s socio-ecological planning approach, supporting the integration of CES into landscape-oriented disciplines, with a particular focus on river landscapes. By recognizing culture alongside ecological, economic, and social dimensions, it highlights the importance of identity, creativity, and knowledge in fostering a sustainable future, in line with the principles of Agenda 21 for culture.

At an operational level, students will be guided in mapping spaces, community organizations, and key actors within the Ostiense-Marconi area of Rome, where the cultural dimension plays a central role in urban regeneration processes. The characteristics of these contexts and their potential conflicts will be examined, drawing on a nuanced understanding of community.

This activity will also take the form of a workshop along the banks of the Tiber River, in connection with the project.
