Programme

The aim of the course is to carry out, also through a historical reading, a critical analysis of the proceedings in progress and of the effects on case studies, in order to identify possible planning corrections and appropriate corrections to the procedures used so far.
Urban redevelopment in Italy has a long tradition, with experiments that start in the second half of the 1970s and are still continuing. In the course, therefore, the initial motivations of the recovery activities are described, mainly aimed at historical centers. Experiments are illustrated following the law 457/78 on the potential of public residential buildings and on the use of Recovery Plans. The reasons why this experience has not given rise to extensive, effective and replicable practices are illustrated; highlighting the role of the private market.
In the early 1990s, with extensive reflection by the Ministry of Public Works, the methods of public housing and of recovery are changing. The season of urban redevelopment and urban regeneration programs is starting: PRIU, PRU, PRUSST. These tools renew the rules of urban planning, exchange with the private market, and the creation of public works. Twenty years of experience allow us to weigh the results and the recurring implementation problems with confidence.
During the training phase of the Rome 2008 PRG, an attempt is made to correct the defects of the complex program procedures by providing the new and simpler formulas of the Integrated Programs (PRINT) and the urban project procedure, supported by the Preliminary Assessment Study (SAP) . Adequate experience of these programs is available, as well as further corrections to the procedures already adopted by the Municipality.
The aforementioned critical re-reading provides tools and knowledge to experiment, on complex programs that have already been activated for some time and implemented in part, both design changes and implementation procedures, trying to identify the most effective implementation paths.
The Progetto Urbano Ostiense Marconi, born in 1999 and not yet fully and correctly implemented, will be subject to verification and proposed changes.

Type of delivery of the course

The course is conducted in Italian, through: Frontal lectures related to the aforementioned themes and description of experiments and good practices on the topics of the project, supported by audiovisual presentations, with possible handouts or readings selected according to the complexity of the topic. One or two lessons are inserted, conducted by external experts or privileged interlocutors, related to specialized topics. Explanation of a textbook closely related to the discipline and its history. Assistance and checks on the drafting of the papers being examined.

Type of evaluation

Four graphic works are drawn up on an appropriate scale, with the following contents: Critical interpretation of the study area related to the Ostiense Marconi Urban Project (PUOM) with summary analysis and evaluation of the state of implementation of the interventions. Identification of problems. Description of the objectives and representation of a programmatic model describing the changes and necessary interventions, in the light of the accomplishments made and the changes that have occurred over time, Selection of one of the interventions of the study area with planning of the modifications and corrections necessary for updating and successful intervention, representation in the form of zoning, accompanied by a description of the principles of project implementation and selection of implementation procedures Representation of the project area in the form of a planimetry in an appropriate scale, with identification of the implementation phases and financial flows.
